Update: The LMC has been working with NHS Property Services Ltd to help demystify some of the issues around leases and we are pleased that NHS Property Services has put these events on so that practices can talk face to face with their experts and we would encourage practices to go along to hear what they have to say.
The LMC has established a working relationship with NHS Property Services Ltd and meets with them on a regular basis to discuss any matters of concerns relating to premises raised by practices both in Lancashire and Cumbria. NHS Property Services Ltd has been set up by the Department of Health to manage all the ex-Primary Care Trust estate not transferred to providers. It is a new company that launched in April 2013 and whilst it is a Limited company it is an important part of the NHS family. NHS Property Services is 100% owned by the Secretary of State and in turn owns the legal title to 4,000 assets, valued at around £3 billion. The organisation owns sites across England but retains a local focus, providing strategic and operational management of NHS estates, property and facilities.
Its Core Services are Strategic Estates Management, Property Management and Operational Estates Management.
It also carries out a wide range of additional services (covering all health organisations) including; Facilities Management, IM&T (information management and technology), clinical waste and transport services (where not solely related to those buildings transferring into NHS Property Services), telephony/switchboard, and many more.
NHS Property Services Ltd has a small headquarters and regional office in London, as well as regional offices in the North (Manchester), Midlands and East (Cambridge) and the South (Taunton). Each region has its own Local Area Teams, which mirror the arrangements set up by other new NHS organisations, to advise and liaise on local issues and developments in each area.
In Lancashire and Cumbria NHS Property Services Ltd is based in Preston Business Centre in offices adjacent to the NHS England Area Team. George Hurst, David Walmsley and Debi Coyle are based here. They also have locality offices based in Blackpool, Wesham and East Lancashire.
NHS Property Services works closely with its “sister” company, Community Health Partnerships, (CHP) which, like NHS Property Services Ltd, is wholly owned by the Secretary of State for Health.
CHP was established in 2001 and until 2007 was known as Partnerships for Health.
CHP has established 49 LIFT companies (locally based joint ventures between public and private sectors) and has delivered more than 300 buildings, with over 800,000M² of space, which are used by communities throughout England.
From 1 April 2013, CHP took over responsibilities for the LIFT estate, following the abolition of Primary Care Trusts.
NHS Property Services supplies estate management and financial services on behalf of CHP.
